This document outlines arrangements for the annual Scouts Queensland membership census and lists the membership fees for the period 1 April 2019 until 31 March 2020.

ANNUAL CENSUS

Group Leaders, District Commissioners and Region Commissioners have access to the Scout Membership System (SMS) to ensure that their Adult and Youth Member data is accurate.  Any changes must be made within (SMS) by midnight Sunday 24 March 2019.

An instruction booklet for completion of the annual census electronically has been previously distributed. A PDF version of this booklet can also be downloaded from the Branch website under the heading of “Scout Membership System (SMS)”.

The annual Census will not be distributed in paper form unless requested.

Youth and Adult Membership renewal invoices will be raised based on the records for each Formation as at 1 April.

An attachment to the renewal invoice listing Adult and Youth Members’ name and registration number. will be issued with each renewal invoice.

ADULT AND YOUTH MEMBER RENEWAL FEES FOR 2019

Membership renewal fees and new Member fees include:

  • All World Organisation of the Scout Movement membership fees; and
  • Scouts Australia affiliation fees; and
  • Scouts Australia eLearning and New Youth Program levy; and
  • Additional funding from 2019 for the availability of Group Management Software; and
  • For Rover Scouts ONLY, the Queensland Branch Rover Council $13.50 levy.

REBATE FOR PAYMENT OF RENEWAL FEES BY DUE DATE

Rebates have previously been issued when payment of renewal fees is made by the due date, but previous reductions in the rebate means that it is no longer material and given the current Scouts Queensland financial situation including the impact of the National Redress Scheme we cannot provide for the rebate in 2019.

* All Youth Members and Rover Scouts enrolling in January, February and March will pay the enrolment fee and will then be invoiced the renewal fee in April in line with renewal fees.

Rover Scouts pay the enrolment fee plus the Rover Levy of $13.50

A Youth Member who withdraws from the Movement within six (6) weeks of enrolling is eligible for a refund. The application for a refund must be made in writing to the Branch Support Office within one (1) month of the Youth Member leaving.

BASIC TRAINING RESOURCE FOLDER

As a way of reducing overall Adult Member training costs for Groups and reduce the cycle time for provision of log-in information to gain access to the e-Learning site, from 1 January 2019 the “initial training kit” will no longer be issued to new Leaders or when a Leader changes sections.

Thus a new Leader will now only require the enrolment fee to be paid with submission of the completed A1 form.

Leaders will receive, via email, the welcome letter plus instructions on how to access e-Learning. Publications previously supplied with the kit can be:

  • downloaded from the e-Learning site; or
  • purchased via the online shop; or
  • sourced from current Leaders within the Formation.

OFFICE BEARERS – CHAIRMAN, SECRETARY AND TREASURER

The Chairman, Secretary and Treasurer must each be an Adult Member.

Each Formation will pay annual membership fees once only for a Chairman, Secretary and Treasurer each Scout Year.  So, if a Formation has a Chairman, Secretary and Treasurer registered as an Adult Member as at 31 March 2019, no additional enrolment fee is required for new office bearers (for example any changes at your 2019 Annual Report Presentation) taking up office during 2019.

Under these circumstances, the A1 form completed for any replacement office bearers must be noted on the top of the front page of each form “Replacement Office Bearer” before forwarding to the Branch Support Office.
