Memorandum – Annual Census and Membership Fees 2018-19 pdf-icon

The fees listed below are for membership from 1 April 2018 until 31 March 2019. They include all world scouting and national association fees which includes the levy for the eLearning system and Youth Program Review Funding levy. There is no difference for chartered and non-chartered formations.

RENEWAL FEES FOR YOUTH MEMBERS
(JOEY SCOUTS, CUB SCOUTS, SCOUTS AND VENTURER SCOUTS)

Youth Member no. 1 $135.00
Youth Member no. 2 (within the same family) $130.00
Third and subsequent Youth Members (within the same family)* $125.00

* The family concession is only available on the renewal of annual membership fee for the second, third and subsequent registered financial youth members. In calculating eligibility for the family concession adult members, Rover Scouts and youth helpers who are not youth members in a section are not included.

RENEWAL FEES FOR YOUNG ADULTS (ROVER SCOUTS)

Rover Scouts pay the below membership fee which includes the $12.50 Rover Scout levy.

Rover Scouts turning 26 during the year
Rover Scouts who will reach their 26th birthday within the Scouting year will pay a pro-rata Membership Fee as per table below. The below includes the Rover Scout levy.

RENEWAL FEES FOR ADULT MEMBERS

Leaders and Life/Honorary members $76
Adult members (including office bearers), Adult Helpers, Scout fellowship members and Youth Helpers. $50

There is no fee for a fellowship member with an existing primary adult member appointment.

RENEWAL FEES FOR YOUTH PROGRAM SUPPORTERS

A Youth Program Supporter must hold a valid Blue Card (no charge) and complete National e-Learning Childsafe and WH&S modules. The inclusion of a $15.00 fee for the year is to help cover costs for both personal accident insurance coverage along with National fees for access to e-Learning and Branch Support Office
processing costs.

ENROLMENT FEES FOR YOUTH MEMBERS

All Youth Members enrolling in January, February and March will pay the below fee and will then be invoiced the renewal fee in April 2018 in line with renewal fees as published in the section above.

A Youth Member who withdraws from the Movement within six (6) weeks of enrolling is eligible for a refund. The application for a refund must be made in writing to the Branch Support Office within one (1) month of the Youth Member leaving.

All Young Adults enrolling in January, February and March will pay the below fee and will then be invoiced the renewal fee in April 2018 in line with renewal fees as published in the section above.

ENROLMENT FEES FOR ADULT MEMBERS

The enrolment fee is applicable for Leaders, adult members/helpers, Life/Honorary members, fellowship members (who are not an existing adult member or leader) and youth helpers (who are not youth members). This initial fee covers costs of insurance and administration amongst other items. A Basic Training Resource folder fee is applicable to all uniform Leader positions (see below). These fees are payable by the Formation.

Basic Training Resource folder
For new Leaders an initial Basic Training Resource kit fee which includes training documentation and relevant sectional handbooks is payable. This is a one off fee and is payable upon submission of an adult member enrolment form.

INVOICING FOR RENEWAL FEES
Invoices for youth and adult members who are listed on the formation’s records as at 1 April 2018 will be charged in accordance with the renewal fees scale above. All changes must be made within SMS by midnight 31 March 2018.

Membership Invoices will be raised and charged to the Formation account. The invoice will be addressed to the Formation to which the Member belongs with the invoice details advising the member’s name and registration number.

REBATE FOR PAYMENT OF RENEWAL FEES BY DUE DAT E
If the total of all membership invoices raised to a formation for that year is paid by the due date the Formation will receive a rebate by way of credit to their account. This is not a discount to be taken prior to payment but a rebate given once the account has been paid. Youth Fees will be treated separately to Leader fees for rebate purposes and the rebates will be applied and processed separately. Rebates will automatically be calculated by the Branch Support Office and credited to the formation accounts. No form is required.

ANNUAL CENSUS
The 2018 annual Census will not be distributed in paper form unless a request is received by 15/3/2018. All Group Leaders, District Commissioners and Region Commissioners have access to the Scout Membership System to make the necessary changes required. For those Formations completing census electronically the due date for all changes is midnight Sunday 25 March 2018. Refer to memo sent 16 November 2017 for more information about the date change for Membership Census to 25 March 2018.

If you are completing your census electronically an instruction booklet was distributed and has been sent to all newly registered Formation Leaders. You can download a PDF version of this booklet from the Members Only Area of the Branch website under the heading of “Scout Membership System (SMS)”.

FAMILY CODES AND CONCESSIONS
Please ensure that the Family Code is the same for all youth members in the same family. This code can be updated within the Scout Membership System with the access given to Group Leaders. Confirmation of correct family codes is the responsibility of the Group Leader. If the family code is not correct then the appropriate family concession will not be reflected on the invoice. Credits for family concession will not be issued.

The family concession is only available on the renewal of annual membership fee for the second, third and subsequent registered financial youth members. In calculating eligibility for the family concession adult members, Rover Scouts and youth helpers who are not youth members in a section are not included.

OFFICE BEARERS – CHAIRMAN, SECRETARY A ND TREASURER
The Chairman, Secretary and Treasurer must be an Adult Member. The enrolment fee for the new office bearers taking up office during 2018 will be waived if your Formation has a Chairman, Secretary and Treasurer registered as an Adult Member as at 31 March 2018 and the renewal invoice is paid. If one or more of those office bearers changes at your Annual Report Presentation in 2018, then complete a new A1 for each of the new office bearers and write on the top of the front page of each form “Replacement Office bearer” and forward the form to the Branch Support Office.
