Scouts Queensland Roadmap for the Easing of COVID-19 Restrictions Our roadmap describing what we can and cannot do under the easing of the COVID-19 restrictions is based on the Queensland Government’s community roadmap which is underpinned by the Chief Medical Officer’s Public Health Directions. Public Health Directions are enforceable as law. Stage 1 allows outdoor activities but not indoor activities. The maximum number of people in a gathering (read Scouting activity) is ten and that count includes Youth Members, Leaders, Youth Program Supporters, Adult Helpers, Youth Helpers and any parents who are involved too. Delivery of the Youth Program at Scout Dens is not to take place during this Stage though Den maintenance activities may take place.
